Brief

You are employed as a construction manager for a development company that has submitted a development application to the City of Sydney to build a 22-storey hotel tower on top of the Sutton Forest Meat Building in the Sydney CBD. At this stage, the application is based on concept drawings only but given the high public profile of the project and the issues surrounding conversion of heritage buildings, the client has asked for a report outlining the proposed method of demolishing the internal elements of the existing building and construction of the new hotel tower. Due to the restrictions of the site and the need for protection of the existing and adjoining buildings your head office is also very concerned about the project.

 

You are therefore required to produce a report which provides this information and to also write a method statement outlining the process of how construction will be achieved. The WMS should provide a step-by-step account of the construction sequence commencing from demolition through to completion of the basements up to ground level. In addition to the method statement you will also be required to produce a safe work method statement for this part of the project.

The former two storey meat packing building is heritage listed and located at the corner of George and Valentine Street. As shown in Figure 1 the existing building occupies all of the site area shown by the red lines. It comprises external face brickwork facades with glazed ceramic wall tile feature bands and panels as shown in Figure 2 and internal plastered loadbearing masonry walls and brick arches. Floors are mainly reinforced concrete slabs simply supported by the internal masonry walls and the existing roof framing comprises steel trusses.

The structural frame of the new hotel tower will be built within the envelope formed by the brick eternal walls of the existing building but not on top of them, as illustrated by the green lines in Figure 1.

A geotechnical survey has shown that the levels of groundwater varies but has been encountered in bore holes from Level B2 and below. The survey has also shown that the ground strata comprises residual clay soil and fill between RL 12.73 and 12.00, Ashfield Shale between RL 12.00 and 9.50 and Hawkesbury Sandstone from RL 9.50 downwards. Ashfield Shale is a dark grey to black claystone and siltstone and Hawkesbury Sandstone is a medium to coarse grained quartzose sandstone.

 

At this stage of the development process there are no construction drawings The hotel tower building will be designed as an all in-situ concrete framed structure with in-situ floor slabs above and below ground level as shown by the concept drawings in Figure 3 and Figure 4. Engineering consultants have suggested a mass concrete raft for the basement slab, due to the ground conditions, but are open to alternative suggestions. They have also suggested that the basement level walls could be in-situ concrete. The architects recommend that the external walls to the 22 storey tower above ground level should be clad with pre-cast panels that are detailed to match the architecture of the adjoining buildings.
